Mr Farvied is in my opinion well qualified for the office for which he is recommended.

In relation to the appointment of Superintendent in the Coining Department of the Hong Kong Mint, for which Mr. & M Allen is recommended, I may be allowed to mention that it was found that none of the Junior Officers of the Royal Mint, who possessed the requisite technical knowledge, would become candidates for the Office, nor did the private Minting establishments in Birmingham appear to offer suitable candidates. In such circumstances Mr Kinder had to find a candidate whose known habits and requirements would enable him to possess himself in a short time of the special knowledge demanded, under good authority.

From all that is said on the subject respecting Mr. Allen, I believe that he is just such a candidate; and that with the instructions to be received at Birmingham and also in this Establishment, he will be sufficiently prepared for office before the time arrives for the departure of the first Staff for Hong Kong.
